Error counters
10.2.1 says 'Short Message - The message ended before the Message Length field was received', and the other two error counters only count messages with a matching UID. What should happen if a message ends after the length field but before all of the destination UID has been received? I think that this should also increment the Short Message' counter, and that the spec needs to be revised to indicate this. Thoughts, anyone?

Yeah that sounds like a bit of a hole there. I believe the intent was probably that the Short Message gets incremented if the message terminates before reaching the Destination UID bytes, as you point out the other counters require the Destination UID to match.
I don't believe having this hole was intentional, It probably got created when we added the Destination UID match for the other counters.
